A Pierce attacker that pairs with Full-Stop Office Fixer Heathcliff to add follow-ups and coordinated attacks to S2 Target Marked and S3 Full-Stop to Life. Designed around that partnership and much weaker without Heathcliff.
Core Mechanics
Target Spotted: While Heathcliff's Full-Stop Office Fixer is deployed, it always triggers with S3, and with S2 has a 20% chance per point of the highest Resonance (25% at higher Uptie). After Hong Lu's attack, Heathcliff makes a one-sided attack on the same enemy with Skill 2.
Combat passive — Tactical Fire Support (5 Pride Owned; unlocked at Uptie Ⅱ): If Heathcliff is in Overwatch Assignment or in backup, S2 and S3 are enhanced into Combo: Target Marked and Combo: Full-Stop to Life with more Coins. 5 Pride is hard to gather on his own, so allies' Pride is also needed.
Ammo: S2 and S3 gain +1 Base Power per Ammo spent, plus more damage. Without Ammo, the attack is not cancelled, but that Coin's on-hit effects do not activate (passive Concentration).
Reload: If he has 0 Ammo at Turn Start, his Defense skill becomes Beyond the Shadow, which reloads at Turn End when used (once per battle).
S3: Shifts the Stagger Threshold, and Coin Ⅲ gains +30% Critical damage against staggered targets and inflicts Bind and Pierce Fragility on hit.
How to Use
Deploy him together with Heathcliff and draw out Target Spotted follow-ups with S2 and S3. When Heathcliff steps back in Overwatch Assignment or is in backup, hold 5 Pride to switch to the combo versions of S2 and S3. Build Poise with S1, and reload with Beyond the Shadow once he runs out of Ammo.

Bind
For 1 turn, decrease Speed by the value.
Attack Power Down
For 1 turn, decrease the Final Power of attack skills by the value.

Overwatch Assignment
At Turn End, remove Stagger and leave battle (except forced Stagger; not treated as death)
In consecutive battles, on retreat the unit gives its slot count to a backup unit, falls back, and moves to the end of the backup list (leaves if no backup can switch in next turn; returns in retreat order)
On returning to battle, own slot count resets to 1.
All effects on the unit are removed except some.
HP and SP at the time of retreat are kept (SP below 0 resets to 0)
